Skyscrapers have non-opening windows for safety reasons. If a window was open on the 23rd floor, and a co-worker accidentally stumbled over a ream of paper, the co-worker would plummet to his death because someone left the window open, so after the co-worker would trip, he'd fall and smack into the concrete, ultimately ending his life. Thus, to prevent silly mistakes like that from happening, skyscrapers have non-opening windows.
