This is simply because people do not want to take the time to learn proper grammar and spelling, or use it, when asking a question. Others haven't learned the proper grammar or spelling yet.

Many questions don't get answered or take a long time to answer because they are poorly formed questions or have spelling mistakes, grammar mistakes that make them hard to understand. If your question is well formed it will have a better chance of being answered

It depends on what they are doing. Why are they doing it. By the way it is spelled EXERCISE. Better question could be, how many people lack fundamental spelling abilities, and the ability to ask a coherent question.
