Because it's a major city and it's in the midwest. I don't understand the question. If you mean "Why Chicago and not, say, Milwaukee", then there are all sorts of historical and political reasons why Chicago grew faster and larger than Milwaukee did, and it would be difficult to condense them down into a single reason or even a few reasons.

That said, here's an attempt: railroads. The railroads converged on Chicago; why the first few did isn't relevant (the fact that Chicago is about as far south as you can get on the Great Lakes is certainly a factor), but the more rail lines you link to a place, the more attractive it becomes to other rail lines to link to that place.
