The reason is the reciprocal relationship between elected officials and their constituency. Children and young people can't vote. The elderly tend to vote a disproportionately high amount. Since elected officials depend on the votes of their constituents to both get and stay in office, they tend to support policies for the elderly, and they tend not to bother with policies for young people.
