Perhaps some people are allergic to pets. Other people do not want hair/fur/etc on their carpet/floor/etc. Some pets don't smell so good, so they don't want the smell inside their homes. Pets can also transmit diseases, so it can be a safety precaution. Or maybe they just don't like pets.
