The battery is probably dead.
Your battery is probably "broken" Check if you have disabled battery charging And if the charging light is on it is charging and its a good thing. Also check the adaptor with a multimeter (UNPLUG IT FIRST)
If your battery isn't charging, or is taking much longer to charge than it used to - it's time to replace it. Re-chargeable batteries don't last forever, and will eventually need replacing.
I kinda wonder that myself...I am running my 12v LED computer fan from a 12v battery pack from my Ryobi drill with the charging cable inserted into the battery...it says its charging, and my fan is running...So, I will see if it doesnt explode...fingers crossed...

The problem is the Laptop is faling to charge the battery (state the obvious!) 1) Either the charging circuit has failed, or the connection to the battery or 2) The battery has failed How old is the laptop? if still under warranty return it to the vendor or better take it and get them to try a replacement battery in it. Or take it somewhere 'friendly' where the same laptop is sold and get them to check it out Has the battery any charge indicators on it if you remove if from the laptop? Do they light up if the battery is totally flat they won't Has anyone you know with a laptop got the same battery in it, swap the batteries if so and see if it charges.
If the phone simply will not charge, either the phones battery needs replacing, or the charger itself has gone south. Suspect the phones battery first - it's the most likely reason.
it doesnt matter. if you turn it off, it will charge faster. if you leave it on you can still use it, but it charges slower.
