Because the Sun isn't moving around the Earth. The Earth is rotating on its axis.

The apparent movement of the Sun across they sky is due to the rotation of the Earth on its axis. This is also true of the apparent motion of the moon and stars.

Because what REALLY moves is the Earth, which is rotating. The Sun rising and setting is only from our point of view - an outside observer would only see Earth rotating.
