Doctors do not have the authority to say that you 'can't' marry. They can advise against it though. They will do this is they believe that an inherited disease or condition would be detremental to future generations.

The laws of the land that you live in will specify if you are not allowed to marry or procreate. This usually prevents close relationship mariages (brother, sister,1st cousin) to prevent genetic inbreeding which can cause serious health problems.
