Because some states have more people than other states. In an attempt to balance the power and influence of populous States versus those with fewer people the Founders created a Bicameral legislature. ( a fancy word for two houses ) In the Senate, all States are equal in power, with each having 2 Senators. However, the founders recognized that it would not do for States with low population to be able to band together to enact laws affecting other states whose population cosntitued a majority of citizens... Thus the House of Representatives has its members selected by the populaiton of the stae, with more populaous States getting more representatives. Whereas the Senators each represent the State as a whole, the Representatives represent much more specific Districts within a State. The Senate acts to temper the populism of the House, and the House acts to strengthen the power of the centers of population.
