the system determind to how many reps each state gets is by the census population count. im unsure on the correct math to determind it but something like this---> (10000 people = 1 rep), So by the census count = (X) for this example it would look more like this (x/100,000=# of reps)

Yes. Most simple thing is to lift more. Try stacking i.e start with a light weight and high rep, then add bit more and reduce number of reps. Last set should be about 3 reps and you really struggle to do it. Other areas to look at would be diet. Try adding in some protein, whey and creatine
