Yes. Most simple thing is to lift more. Try stacking i.e start with a light weight and high rep, then add bit more and reduce number of reps. Last set should be about 3 reps and you really struggle to do it. Other areas to look at would be diet. Try adding in some protein, whey and creatine

Every state has 2 senators. Representatives are determined by population. There is no limit on representatives. Therefore, more populated states give more reps (like 23 or 5), which easilly adds more. Even if some states only give 1.
