Surveillance videos use lower resolutions, most of their recording equipment doesn't have much memory. So if they had high quality images their recording systems would fill up way too fast. And most of them have a slower fps, which means it isn't a constant video feed, instead it take pictures every second or whatever speed its timed at. So that it takes up less memory to record. The newer surveillance systems have a lot more storage so images will be getting better and videos will be in a higher resolution.-ScottyB
