A smart phone may have a "hot spot" feature, it won't necessarily be called a "hot spot phone." The hot spot feature can be used if you pay for the service through your provider. Many gain this feature for free by rooting (or jail breaking) their phone. Once activated, the phone can be used as a WiFi hot spot when activated. This will allow you to connect to the Internet with other WiFi capable devices (laptop, tablets, I-touch, etc). The connection speed will depend on your cell phone's connection (4G or 3G). It will also depend on your cell coverage... so it won't work if you're in an area with no service. It will eat up your battery faster than normal, so be prepared to plug it in if you're connected for a while.

If you have a lead case around the cell phone it may help but you are better off buying a bluetooth headset which uses even less ectromagentic waves. The real key is to not let your cell phone get so hot, this means that more radiation from your battery and electronic parts are spreading - to your head if it is close to it. At the worst, a hot cell phone can harm human cell tissue, however, there are no known direct cases of any type of cancer from cell phones.
