Being innocent is subjectively relative.
Terrorists target people the least prepared for an attack. In their eyes they are not innocent as they are part of a community that is their enemy therefore in the eyes of the terrorists they are the enemy.
Terrorists are not strong enough or organized well enough to target organized armed forces effectively. They target a community at their weakest point - its civilians. They deliver their point via terrorizing strategies. The point of terrorism is to induce fear, it's most effective against unprepared and vulnerable people. Since the main function of armed forces to be prepared for and be effective in combat it is almost futile to carry out such attacks against them. The only remaining part of a targeted community is its supporting civilians upon whom you look at as innocent people.

∙ 12y agoPeople who kill other people rarely, if ever, consider the innocence or guilt of the victim. People who kill others, almost exclusively, are thinking of their own needs and their own motives. This applies equally to the thug on the street or the soldier in battle.
