The Japanese have been whaling since as early as the 12 century, it is supposed. But, they have continued since the commercial bans in 1986 and they continue to whale for scientific purposes.

The meat from these scientific expeditions is then sold in stores, and this is not breaching the laws laid down by the IWC. (International Whaling Cooperation). The Japanese maintain this is a necessary study and will keep down whale populations (otherwise known as culling).

However it is heavily debated as to whether their true intentions lie in scientific research, or in the commercial sale of whale meat and products that are considered a true delicacy in their country.

Tradition.

Back in the days before industrial whaling, the hunt wasn't a problem for the species as such. People didn't harvest more than the population could sustain. It was with the invention of bigger, stronger boats, and more things to use the whales for that it became a problem.

The same reason other people eat cows: steak tastes good! Although, in Japan, beef is a delicacy. Raising cattle requires lots of land, and Japan is a very small country, so they have a hard time producing beef themselves. It is mostly imported.

The Japanese still hunt whales for food . There is evidence that some restaurants sell whale meat and blubber. The overall claim is they hunt whales for scientific purposes, and they want to increase the number of whales harvested, this can only mean that they are using them for high priced delicacies. There is no scientific purpose to increasing the harvest by 200 whales, if one already harvests hundreds already.

Even if they have stopped now, the Norwegians were also whaling for meat very recently: I saw packed cuts of whale meat in Bergen market only about 10 years ago.

The Japanese were so short of real justification to explain their attitude that they once tried to claim their whale-killing - which is openly for meat - was to "study whale mortality".

The Japanese have a taste for whale meat like the Americans have for beef. They grind it for Hamburgers, they grill it, they fri it and do every thing ells with it.
