What you are probably hearing is the little "brake pad" (for lack of a better term) that the blade pulley rubs against to stop it from turning. The belt always turns. So without something to keep the blades from turning they would never stop.
Have not seen picture of belt for troybilt riding mower(deck ) my problem is when I disengage blades,it does not have enough slack and blades keep turning

sounds like some one took off one or both wipers from the gear that works them and did not get them properly alined.

because ....well i got nothing I would check your float it might be sticking, fuel filter might be plugged. That depends on what type of lawnmower you are working on but it sound like a fuel problem to me .
You need to remove the deck according to the directions in the manual. Once the deck is off the machine flip it over and use a 2x4 to keep the blade from turning. Then you a socket to loosen the nut. Put your new blades on a torque to specs. (I think it is 70 ft lbs).
