Control rods are inserted into the reactor core to shutdown the plant, making it super-sub critical, even more so then the negative reactivity coefficient than the thermal effects of the moderator (generally, water).

A reactor has control rods that exorb radiation and stop the reaction when lowered onto the fuel rods. The first reactor had a rope holding up the control rods. A guy with an axe would chop the rope if the reaction got out of control. Another is shielding. The core is surounded with lead and concrete that shields people from the radiation from the reactor.

Control rods need to contain material that is a strong absorber of neutrons, so that rapid shutdown can be achieved when necessary. Two such materials are Cadmium and Boron. Both have been used in different types of reactor. The elements may be used as alloys or as chemical compounds, and will be encased in stainless steel to avoid corrosion in the reactor.
