Well, usually when you die, you get a choice if you want to go to Heaven, Hell, or stay on earth. Some spirits stay on earth because they are afraid of the after life and life on Earth is all they have ever known.
The dead do not walk the earth. Everyone who is born was created by God to live for eternity and this life on earth is just a short time in which one has to decide where you wish to spend eternity. Once you die, you leave this earth, and have little to no interest in it, as you are either enjoying the eternal bliss of heaven or suffering unutterably in hell. Demons, however, fallen angels, have a lot of interest in getting people off track and filling hell. They often imitate the dead in order to lead the living astray.
