These clearly refer to the Rock of Gibraltar and Addis Abbaba. Connecting the dots from London to the Rock to Ethiopia (capital: Addis Abbaba) leads directly into the Indian Ocean, which also makes sense because the British children were probably being sent to Australia to avoid the war.
