Brake Lights Do NOT turn off

Usually this is caused by the brake light switch being out of proper adjustment [most likely], but it also could be caused by a defective switch [less likely].

Why is it your brake lights and side lights come on when you brake with out the ignition on on a Honda accord?

You do not need the key in the ignition to make lights work. They are "hot" all the time. The reason you Sid marker lights are coming on at the same time is because you have a bad ground in one of your brake lights. It's allowing electricity to jump from the brake lights to the tail light circuit. Take the brake lights apart, clean up all the rust and make sure they "ground" to bare metal. Problem cured.

How does the daytime running lights on a 2001 volkswagon jetta operate Can the Daytime Running Lights be turned off manually?

Usually the lights will be always on the only way to turn them off manually is when you engage the parking brake, if you need them off during the day time you can pull up the parking brake to the first notch and it shouldn't affect the brake at all. That's how I do it on my 98 jetta at least
