When an something is spinning the laws of motion will tend to make it move out in a straight line. The faster the speed and/or the smaller the radius of ths spin the stronger this tendency is.

The low pressure in a hurricane causes air to spiral inwards. But as it moves inwards it speed up until the rotation is too fast for the wind to move in any further. This limit is called the eyewall. Within, where the winds cannot reach is they eye. Here air is pulled down from the top of the storm instead of in and up from the bottom.
