It is normally the very "why" questions that normally students would tend to ask. Although I am not an expert at this question, please do correct my answer:

The surrounding air will get heated up by the burning fame of the candle. The hot air will rise up and some air will rise up the to the spiral and thus, it will cause the spiral to spin.

Normally, students would tend to think that it must be related to unnatural and will be frightened. I hope you would understand what I meant and do not mislead yourself.
