Normally, that means that you have held the key turned too long. the Jetta is designed to unlock the doors when you turn the key, but if you hold it turned too long it will open all the windows to allow any heat in the car to dissipate.
The 1998 VW Jetta drivers side power window relay switch can be found inside of the drivers side door. You will need to remove the drivers side door panel in order to access the power window relay switch.
You have to unlock the car doors for the filler cap door to unlock. This means ALL of the doors, not just the drivers.
They are behind a panel on the side of the dash that faces the drivers door.
