Like many things this nickname came from outside New York City. Jockeys and trainers in New Orleans wanted to race in the bigger races in NYC and they called it the big apple. Later in the 1920's jazz musicians also referred to NYC as the big apple but not until the early 1970's did New York use The Big Apple in a tourism campaign.
It is believed that New York is often called the Big Apple after the proliferation of race courses in the area wherein an Apple was the prize for a race, and a Big Apple was a big prize. It was later taken up by jazz musicians suggesting that there was only one place to perform.
It seems like and probably is a PR Firm's choice.
