If you are referring to the small cut they do during labor sometimes, it's because they don't want the head of the baby to stretch the vagina so much that the skin breaks down to the anus. It can lead to that the muscle in the anus break as well. So it's easier to prevent that by making 2 incisions on the each side of the vagina.
