Because people still smoke and the U.S. and Canada are free countries (so we've been told.) Stores can't sell cigarettes to 18 years and under and if caught could be shut-down. The very governments in both countries loved the revenue tobacco sales brought in and were fully aware of the carcinogens the tobacco companies were putting into what was once pure tobacco and now the governments are taking the heat off themselves trying to blame the tobacco companies or putting the heat on smokers.
The reason they exist is because it's the governments main way to make money, as the tobbaco leaf is so addictive and the nicotine in it makes you want more, ciggeretts have been improoved and up marketed to make even MORE money for the government and kill people off to be honest.
Cigarettes are still sold because it is not illegal. Were it illegal, they would not be sold over the counter, which is probably what you mean, as there would still be black market sales going on. The government doesn't ban them because it makes so much from taxing them, so it just hikes the taxes to reap the benefits.
Companies still choose to produce them because you will find that from any product, a profit can be made. Both the factory that makes them and the shop that sells them (and indeed any middle-men in between) make a lot of profit because they are made 'dirt cheap' and sold at prices which are hiked by the greed of retailers and by government taxes also. Retailers know that buyers are addicted, and so they know that they can charge high prices for them.
People still buy them for the obvious reason - addiction. It is easier to continue than to summon the willpower to quit. The issue is that by making cigarettes illegal, you would find that there would be a huge boom in illegal activities. Also consider the way in which the cigarettes would be made. They wouldn't even be made in the substandard factories that exist now: they would be rolled by hand by people in back alleys etc. resulting, of course in a greater number of deaths due to inhalation of Infectious Diseases. There would be a greater problem than before with deaths, and a large portion of the population could be regarded as criminal as they are buying illegal substances! The government will not, therefore, consider - yet - the possibility of making them illegal as there are at present too many issues, and too great an opposition.
