That statement is wrong. I just had to have a tire replaced and it had the red line between the treads in the centre of the tire. It had about 40,000 km on it. (25,000 miles)!
Stripes on the tires are just identification used by the manufacturer. Different variations in stripe width, color, and count means a certain tread goes with a certain tire.
Depending on the condition, and if it has red line or plain blackwall tires, these vans can go as high as $60 or $70. Check ebay--usually a good gauge of what they're going for currently. I have a 74 van, black with flames with blackwall tires (not red lines) that is worth about $20.00 in good but not mint condition.
That would probably depend on the tire size and tread pattern.
