The air pressure decreasing in the tires due to colder temperature is a physical change. The rubber in the tires contracts when it gets cold, causing the pressure to drop, but no new substances are formed.
When air gets cold the partials inside sqish together so it seems there is less of it. When it gets warmer all the partials spread apart so it seems there is more of it. This is why when you leave a basketball in the cold weather it seems to go flat but when you leave a ball in warm weather after being cold it expands and seems to magically be blown up.
