Mostly because the vandals outnumber supervisors who are watching by a large margin. Most supervisors who are on the site at any given time are working on specific projects/tasks, in their own categories, or otherwise simply dealing with questions and answers that are not current.

Still, a great many vandals do get blocked, and the more questions someone vandalizes the better chance a supervisor has of catching them.

Supervisors obviously aren't perfect. They may make mistakes once in a while, and when they do, make sure you point that out to them in a polite and appropriate way. In short, the WikiAnswers supervisors are not rude, but rather helpful.
