Mostly because the vandals outnumber supervisors who are watching by a large margin. Most supervisors who are on the site at any given time are working on specific projects/tasks, in their own categories, or otherwise simply dealing with questions and answers that are not current.
Still, a great many vandals do get blocked, and the more questions someone vandalizes the better chance a supervisor has of catching them.
Unfortunately, sometimes vandals manage to get away with vandalizing the website. If they do get away with it, it is usually because they did minimum vandalism, like only vandalizing one question. Other reasons they don't get blocked is because some Supervisors might decide to give them a lot chances, and then the vandal decides to leave WikiAnswers.
Vandals on WikiAnswers get blocked if they do not heedthe warning from Supervisors.

Definitely not. Supervisors are here to help, not hurt. The only reason that supervisors may come across as rude is if you are a vandal and post nonsense answers, cyberbully others, ask inappropriate questions, etc. In that case, supervisors have to take charge and make sure that those vandals stop where they are. Supervisors obviously aren't perfect. They may make mistakes once in a while, and when they do, make sure you point that out to them in a polite and appropriate way. In short, the WikiAnswers supervisors are not rude, but rather helpful.
