Because the Earth's skin is weakest at the joins between the plates, which allows magma to escape. Also the rubbing together of plates at the joins causes friction and thereby earthquakes. Fluids, in this case lava, will always follow the path of least resistance. The plate boundaries offer existing flow routes allowing lava to escape without having to break through the Earth's crust.

The next answer is my theory. Earthquakes and volcanoes occur as a result of percolation of water deep inside the earth. Earthquakes and volcanoes occur at the plate boundaries. Here the plates are moving away from each other. As a result you get a gap through which the water percolates deep inside. Water goes inside. then travels horizontally and in zigzag manner. There by gets trapped inside. Here there is a pressure cooker like phenomena. If you keep the whistle of the pressure cooker pressed, it will blast. So the water percolates along the gap. It travels a tedious path and water is trapped. The water is heated to the great extent. The temperature of water becomes equal to the lava. The quantity of water is also very large. The heated water eventually results in bursting the crust of the earth. You get earth quakes as the vapor is burst out. You get volcanoes as the lava comes out as a result of increased pressure nearby.
