Because a volcano occurs when a build-up of magma from the mantle vents. This build-up generally only happens on the edge between 2 tectonic plates, where one is sliding under or crushing the other. These edges are, obviously only in certain parts of the world, so volcanoes also only appear in certain parts.
It depends entirely on where abouts a place is situated in comparison with the earths tectonic plates. If you are near one of the ends of the plates then the chances are that you will have a volcanoe placed somewhere in that area
