Because they are left lying around damp and with particles of dirt trapped in them. They should be rinsed out in hot water after use, wrung dry and left where they can air - preferably hanging over the taps, so the air can circulate. If the washcloth and the area that it is kept are not fully clean to begin with, bacteria and mold quickly grow in the warm moist environment. Bleach and hot water will kill and eliminate the mold so that it doesn't regrow as quickly. For colored fabrics, vinegar can help and doesn't bleach out the colors. And cleaning the bathroom with a good disinfectant or bleach will help as well.
