A container called a filesystem needs to be created on the disk before files can be stored on the disk. The files are actually stored in the filesystem. The filesystem is basically a map of which data is stored where, what the filenames and directory names are, which files are in which directories, who owns the files, what permissions the files have, and when the files were last accessed and/or modified.

Modern discs usually come from the factory preformatted and thus there is no need to do this ourselves anymore. Sometimes it is necessary to change the partitioning of the disc, setup a different filesystem than the factory format has, or to erase the directory, but none of these is truly formatting the disc.

Formatting of a disc is necessary to separate the surface of the disc platters into sectors containing valid addressing header, data block, and CRC for error detection, as well as identification of bad sectors and mapping them out so that the computer will not inadvertently use them and lose data. Modern factory formatting also includes a pool of spare good sectors that the built in drive controller will automatically swap in for sectors that it has found went bad in use and it mapped out. There is no way a computer user now can reinitiate a factory level format of a disc.
