It is just to alert you that it is working, and also as a distraction during the time it takes to load. It is like when you load a program, you very quickly see a screen coming up with the name of the application, which distracts you while the application loads up. This is known as a splash screen. Without it, the program would seem to take longer to load and nothing would appear to be happening. When starting Windows the same techniques are used, amongst them being the start up sound.
