It is just to alert you that it is working, and also as a distraction during the time it takes to load. It is like when you load a program, you very quickly see a screen coming up with the name of the application, which distracts you while the application loads up. This is known as a splash screen. You might be referring to the RUN function/button on the Windows based OS start menu. In modern versions of windows you might have to go into the settings for the start menu to make it show up.
