Bumps that may look to some like rashes when you walk in the cold may be "goose bumps." This a distortion of the skin surface that functions to improve heat retention a bit.

It really depends on what kind of rash you are speaking about. But usually rashes are itchy, possibly sore and may have raised red bumps/pimples or you may have a redness around the area which increases upon scratching.
If you have one or two bumps that look like mosquito bites on your top lip and they seem to have come out of nowhere, they could be a couple different things. You may have cold sores, or you may have actually been bitten by an insect, perhaps while sleeping.
