To create shared powers between the government and the states. This way depending on the economy or main resource, the states can set requirements such as; early driving licence so young people in a farming state can help drive a tractor early, or the states can set taxes depending on how well they are doing in terms of debts.

Before the Civil War each state had it's own Constitution and made it's own laws. Each state was basically an independent country which had agreed to join the United States instead of standing alone. The civil war started because Lincoln took away the state's right to govern themselves.
