It depends entirely on the country. In many cases, black presidents come from Africa where such a thing is completely expected since blacks are the overwhelming majority of the population.

As concerns the United States, it has a black president because a black person ran for president and was elected. There is no rule or "understanding" in the United States that the President must be from a certain racial, ethnic, or religious background.
