Have you or your gardener fertilized lately? The rust could be from pellet fertilizer - it has iron in it. Or iron could be coming from your pool heater if it has cast iron headers. K

Is the water rusty color? Or is the rust color on the pool finish - plaster or vinyl or fiberglass?
A silver dollar cant rust, however you may get some oxidation as pool chlorine is an oxidant .

There are material available that convert rust and stop it from spreading. In Australia it is called rust converter. Tel your hardware supplier what you are looking form and I am sure he will guide you to it.
I would just dig out the pool and build a new one, because you can't really fix the rust apart from scraping and sanding it off and the structure is weakened.
first of all, you will have to drain the pool too put the lights in. then put them on the walls of the pool a yard or two away from each other. do realize, lights are high maintenance. be sure you know all of the pros and cons of pool lights before going to the hard ship of actually getting them.
the best way to stop surface rust is to sand the spot of rust off and then spray it with some primer to keep the rust from coming back
