There was a study done where there were three groups of gamblers, one of the groups being adolescents. The results showed that the adolescent group had more problems with abusing substances. It also showed that they were more addicted to gambling. Also, as they are not 21, it's technically the parents money they're spending. Also, most casinos make most of their money off of alcohol sales.

In some jurisdictions, the legal gambling age is 18. Otherwise, minors are not allowed in the casino unless escorted by their parent or guardian to a restaraunt, the hotel, or the child care facility. If they don't have these, there is no reason for a minor to be at the casino at all. Rick The Slot Guru

You can enter a casino in Nevada if you are under 21. You can walk through a casino to get to restaurants, restrooms, game rooms, guest rooms, etc. You cannot linger on the casino floor if you are under 21, nor can you gamble or drink Alcoholic Beverages.
