People do not cut off all their hair when they get cancer. Some of the treatments which are used (Chemotherapy for example) can cause their hair to fall out. Like the first answer say it is because of chemotherapy. People cut their hair before it starts to fall out because of treatment. It doesn't look as harsh then and it helps them get to terms with the hair loss.
