Your computer usually beeps when it starts up, because it is indicating that it has passed the POST (Power On Self Test)tests. This is usually a good sign at start up. However, if you receive an odd beep pattern then there may be something wrong with your computer. The beeps are basically your computer trying to communicate hardware errors to you if there are any.

It usually means that there is an issue with your video card, although the problem could be different, as "beep codes" vary by motherboard. You should find your motherboard model number either by opening your computer or by searching your computer model on the internet.
POST beep or beeps tells you whether there is a problem with the "power on self test". One beep is a good thing and the computer is ok. If you hear several beeps, the self test is telling you something is amiss. For example if you do not have your keyboard and mouse plugged in properly you should hear several beeps.

It could be be one of multiple problems. In order to try and find out what's going wrong you can check your computer's mainboard manual for the beeping meanings. Those beeps the computer makes when it starts have a meaning and can provide you with an answer to that question.
Is it making a series of beep noises when you start up? Did you install new software recently? Made any changes to your computer in the last month? If so, this may be the cause of the problem. If you hear the beeps, it's a good chance that your BIOS has problems.

Before anything, ask your computer's manufacturer. The second thing you should do is listen for beeps. If you hear multiple beeps on startup, look up the manufacturer of your motherboard, and find the beep code section. That may tell you what's wrong. Google for a fix. If there are no beeps, but you have heard them before, something either came unplugged, or fried. Talk to your manufacturer. If there never were any beeps, you should talk to your manufacturer before ever opening the case, which most likely will be necessary.
The Problem you describe is related to the air bags. It is a broken wire, or a short which disables the air bags and also will not allow the car to start. The problem harness will be the one between the motor and the fierwall. Time consuming, believe me!
