Two methods, one uses a dial that is held in the center of the revolving shaft and is directly read off of the dial face. The second method uses a strobe light. The light is focused on the shaft and the dial on the strobe is turned until it looks like the shaft has come to a stand still. The RPM is read off of the meter face of the strobe light.

There are two major types of modern locomotives. Electric, and Diesel-Electric. Electric locomotives are very popular in some countries, and likewise for diesel-electric. Electric locomotives take in electricity via an overhead wire or a third rail that carries this electricity which is then in turn used to power electrical motors on the axles of the locomotive to move the train. Diesel-electric is identical, but electricity is not directly supplied. The locomotive is fueled with diesel which powers a large diesel engine that drives a generator that in turn drives electric motors on the axles of the locomotive. Think of it as a hybrid. An on-board generator that powers on-board electric motors.
A hybrid vehicle uses two or more motors and the motors are different types. The hybrid cars selling now have a petrol engine and one or more electric motors. The petrol engine can drive the wheels as in a normal car, and can also drive a big alternator which charges large batteries. The electric motor or motors run from the battery and drive the wheels too. For maximum power, both the petrol engine and the electric motors are selected to drive the wheels, but this tends to flatten the batteries faster than they are being charged. For cruising, only the electric motors are used and the petrol engine drives only the alternator. It runs at maximum efficiency loads and speeds to recharge or keep the batteries fully charged. The economy gains come from two facts. The petrol engine is relatively small and running at maximum efficiency nearly all the time. The electric system of alternator, battery and motors is far more efficient than an equivalent petrol powered machine anyway.
