In addition to being divided into area codes, the United States is also divided into areas called LATAs, which do not correspond to area code boundaries. After the breakup of the Bell System, a toll call within the same LATA was handled by your local carrier, but a toll call to a different LATA had to be handed off to your long-distance carrier.
If you are trying to call a number in the same area code and get a recording that you need a long-distance company access code, most likely you are trying to call a number that is in a different LATA.
The international and local area dialing codes would all be the same, but your long distance company of choice would have to provide you with their direct or operator assisted dialing protocols.
Area code 910 serves Wilmington and Fayetteville, North Carolina; area code 828 serves Asheville, N.C. To call from area code 828 to area code 910, just dial 1-910 and the 7-digit local number. To choose a long distance company other than your default for this call only, dial 101xxxx-1-910-xxx-xxxx, where 101xxxx is the access code for the long distance company you want to use. However, be careful, as you may be charged much higher "casual caller" rates if you do not have an account with the long distance company you choose.

Indeed, in many places, even until the early 1990's, you could dial a long distance call just by dialing the area code and number, without the '1' prefix.

In the US and Canada, you can make a collect call from a pay phone (or any other phone) by dialing 0 plus the area code and number. (You always have to dial the area code, even if it's the same.) However, you are at the mercy of the owner of the pay phone as to which long distance company they chose, as to what rates will apply to the call. You can override that selection by dialing a 7-digit long distance company code, 101xxxx, for example 1010288 for AT&T, before 0+area+number. You can also place a collect call by dialing just 0 (for short-distance calls) or 00 (for long distance), but the rates will generally be noticeably higher than if you dial the number yourself. Many companies also offer collect calling via a toll-free number (800, 888, 877, 866, or 855). You dial the company's toll-free number and follow the prompts to place a collect call to the number you are trying to reach.
