Florescent light bulbs produce a similar amount of light with much less power than incandescent light bulbs. Their initial cost is paid back in energy savings. They also last a lot longer. I exchanged every light in my house for florescent bulbs years ago and I haven't changed more than 4 or 5 in all that time. LED bulbs are now on the market and are very expensive. But they use even less power to produce similar light and last many times longer than florescent bulbs. They are quite expensive, but what you get is an almost permanent bulb. In the future we will tell our grandchildren how we used to change light bulbs and they won't understand. I see a day when the bulbs become permanent parts of light fixtures and will not be replaceable in any typical sense.

Typically "energy saving" cost more in initial costs and depending on the frequency of use may or may not pay for themselves over the life of the device.However, items like energy saving florescent light bulbs have become much smaller in physical size, quite inexpensive AND now deliver more light, making them a very attractive item.
I assume you refer to the change using a light bulb into using energy-saving bulbs. In general, people just do not like changes. Most people like to resort to the old ways, every time possible. That is just part of human nature. Forcing people to change their old way may resort in some sort of anxiety, even mutiny of sorts. Also, at least for now, energy-saving bulbs are more expensive than regular light bulbs, which also causes irritation on some people. And they are an environment hazard too. The jury is still out on which is worse, the pollution from creating energy to be used by old bulbs or the toxins in the energy-saving bulbs.
It is a good decision taken by the management to replace the light bulbs in the factory. Yes, in the first term it will be quite expensive in installing it, but it will turn out to be beneficial in the long run. Because, these energy saving bulbs like CFL and LED uses very low energy compared to ordinary bulbs, they lasts very long and also they are environment friendly. So by looking at these merits, it will be wiser to soon replace the old bulbs into energy saving bulbs.
Energy Saving Light Bulbs were until recently all "Compact Fluorescent Lamps (CFL). A characteristic of that type of bulb is that it has to come to full operating temperature in order to produce its rated output of Light (meas in Lumens). In a cold environment (outside in Winter), CFL's take even longer to gain brightness. There are some bulbs now that are supposed to 'instantly' start at maximum output, but they are more costly. Competing with the CFL Bulb now is the Light Emitting Diode Lamp. It uses even less Wattage than the CFL for the same output rating, and is supposed to last even longer. Currently it is more expensive than the CFL.
LEDs are definitely better than the ordinary light bulbs because they're more energy efficient, and you'll be able to get a lot of savings since you don't need to change your bulbs every now and then.

Definitely yes! I have been using LED light bulbs for quite some time already. I just love it for its energy efficiency. I have saved a lot through the years because I don't need to change light bulbs every now and then.
Light bulbs now have a larger wattage capacity and can be operated on higher voltages than what the original light bulbs started out at.
The future is looking bright for them.
Usually the light bulbs used are resistive components, but the energy savers used now a days are inductive components and they are used because they consume reactive(inductive) less useful power and save useful or real (resistive) power.
