not all people do. however of course there are a few that do. from an emotional perspective, I would say its because when a person weeps, they are overcome with emotion, therefore causing their bodies to overheat, causing muscle constriction (kind of like when a person frowns, only in this case its the whole body) and making it difficult to speak as their bodies sometimes jerk here and there. It can in some severe cases cause breathing to become difficult. This is most commonly seen in young children who when overcome with emotion have a difficult time controlling it, causing them to struggle with breathing and also causing them to stutter.
