Most of the persecutions were small scale. There was only one large-scale persecution during the reign of the emperor Diocletian in the early 4th century. The persecution was terminated because it affected the stability of the empire. Christianity was endorsed by the Roman Emperors from the mid-4th century to the 5th century. They favoured Christianity and suppressed the pagan religions which were worshiped by the majority of the population. Various laws imposed increasing restrictions of pagan practices. Theodosius I and Gratian made Christianity the state religion. Theodosius I completed the banning of paganism and persecuted the pagans. It is thought that the appeal of Christianity lay in Jesus being compassionate (pagan gods were unconcerned with human affairs) and in this religion's promise of salvation.
