because the control of neucles on different electrons is different and we know that beta rays are infact electrons then we can say that the speed of beta rays emitted by the same element is different

The simple answer is that when the outer electrons in an atom change their energy state they can only do so in discrete amounts. When they do this a photon is emitted. The photon has a wavelength corresponding to the energy that it carries. We see colour because of this wave length. The electrons in any different atoms are always in different quantum states. All electrons in smiler atoms have the same series of energy levels and so emit the characteristic wave spectrum for that atom. This is the basis of spectrometry.
The energy states of sodium and neon are very different. The way the lamps work is that when the substance is stimulated by electricity, the electrons grant a higher energy. These atoms then fall back down to their normal energy level, and the light emitted is based on the level of energy difference between these two states.
