There is not. And that is because 64bit can run 32bit, but 32bit has problems running 64bit.

The answer is either is fine. What determines which you should use is the version of Windows 8 that you have installed on your computer. To determine this, go to the Control Panel and double-click on System. On the page that appears, it will tell you whether you are using a 32-bit or 64-bit version of the operating system. At that point, install the version of VLC that is the same as your copy of Windows 8.
Whatever memory your motherboard can support but a 64bit version of Windows is needed to manage more than 4GB of RAM. Generally people use 32bit version ram for all the Windows Operating Systems. So for that it is enough to have 1GB ram. I think 1 GB ram is more than enough for it. In case If you prefer to choose a 32 Bit version of Windows 7 Then you have to upgrade your hardware to 1GB or more than that.
Klik and play does run on windows 7 but only on the 32bit versions it will not run on windows 7 64bit
