I think it's because it is to stop an international inccident....also, they are probably not trusted.

In the United States, the government did not want to deal with immigrants who were potential criminals. In cities with high immigrant population, crime rates also tended to be high, so immigrants that had a high potential to cause trouble were not welcomed into the nation.

Its because they are immigrants and they need to go back to there country.

This is still done today and people with prison records have committed crimes. A country needs responsible citizens for new citizens and a criminal has all ready proven that they are not to be trusted.
