I think they have to be painted because if you do not paint something that is steel than it will rust beyoned repair.

it reacts with air easily and so it rusts and corrodes. If there is a layer of paint, it is not contact the air as much.

However, the two most popular are Steel, and reinforced concrete (Reinforced Concrete has steel rods inside the concrete to increase the strength).
