People in India use much less energy, so as their population energy consumption doesn't go up as fast. Population rates are different in different regions of the world as well. The US population rate increase is not as fast as India's, to use the same examples, so energy consumption increases, as both their populations increase, is somewhere between the increases experienced in both of these countries.
